I was at the WMO's Workshop on Tropical Cyclones in CNS in 2002 with most of the TC forecasters from Guam, when Guam got whacked by Typhoon Pongsona (a surprise December storm for sure). Anyway, the guys from Guam of course had families back on the Island, and CO had relief flights up and running in no time. I would hope it would take something more threatening than the Flossie forecast to send CO in a tizzy - I suspect Guam is more of a concern than Hawaii in general. However, I don't know what kind of impact there is when flights have to go around a TC, my guess is it's rarely a problem.
