Last time I arrived at LGW ex GLA, we were bussed from the airport and I, together with a few dozen others so it seemed, managed to get to the FCC without going through arrivals.

I did pause to look through the doorway (as the old FFC door wasn't cordoned off) noticing the familiar galvanised steel stair case beyond and for a moment thought about chancing it. Sign was still blacked out, as you observed. As flight closing for my connection was perilously close I decided against it - just in case I encountered a locked door down route.
Will be mindful of this next month when I will probably have to go through this again.
