This baffles me. They obviously built umpteen kiosks to handle peak check-in times, but I've yet to ever see, as you said, more than half being used. I don't see ANC getting significantly busier in the near future, so why on earth did they build them?
This isn't an answer from an official corporate perspective, but...
There aren't enough CSA's. I have a good idea as to why, but the bottom line is that there aren't enough people available to staff all the positions as well as we would all like.
