This has nothing to do with the award taxes as it is charged to everyone who is leaving NZ. Even if you have a revenue ticket, you must pay the departure tax at the airport (it isn't included in the ticket). Air NZ can accept your payment for this.
It does apply to this discussion, however. The OP is wondering why taxes appear low for his itinerary, and part of the reason is that one of the taxes are not levied as part of the ticket, since it's paid in cash at time of departure.
