I have the impression that the "Amex Costco Cash Rebate" card is no longer available, but is listed on the website to support existing cardholders.

All American Express Business cards earn discounts, in the form of statement credits, on transactions with OPEN vendors as described here...

In addition there are some Business cards that offer cashback in lieu of points or miles...
