Perhaps they should just put the kiosks on the opposite wall from the checkin counter, and put prominent signs at the entrance to the checkin line saying "try the kiosk to checkin faster". Or even put some where they are accessible by people in the line, so that they can try kiosk checkin while they are waiting in line.
