Don't u have to turn off all electronic devices during takeoff and landing???

I noticed that the stewardess would make a round before takeoff and prior to landing to make sure that all shades are up and that everyone is securely fastened etc... But once u are in the air, most people (including myself) would close the shade as there is nothing much to see outside the window... and will be watching movie and will be easier on the eyes if the shades are down...
