I didn't see the episode, but I agree with the quote. It seems that from the "beginning of time" the VW has been under construction; prior to the new widening project near hillside and jamaica avenues, they were constructing the airtrain along the center of the the highway. But there is a northern stretch of the VW leading into the whitestone expwy; up near northern blvd there is another project which seems to be under construction on and off for over 5 years.
