All galley compartments must be latched up before the aircraft can push back from the gate. This means all glassware stowed properly. Plastic can be quickly tossed in the trash bins.
So what you're saying is, this is NOT an FAA rule, it's a UA "we can't be bothered with glass before departure because it's just toooooo much effort to stow it" rule.
