I've stayed at the Osaka Garden Palace a few times as it's very cheap through rakuten, only a couple of years old and about 5-7 mins walk from shin-osaka (also has a shuttle bus).

And yep, personally I think a lot of things are exceptionally cheap in japan; decent, clean but not spectaculor accommodation for the single traveller would be just about top of the list.
