I definitely believe you should speak to the manager forcefully and possibly get out of your room, with the help of him to move to another property. If you are at a RESORT, which by definition means you are most likely there to use the pool and bar, etc... then you should absolutely be given the opportunity to use those resources, and if they are not available, there should be a major discount on the rate.
