I'll answer my own question to say that the staff in the Peninsula building are great. No queues around 9am and I can recommend the staff as having a lot of experience with RTW's. ^

Also, I have found that the telephone reservation staff in PEK to be surprisingly excellent. They just opened a new city ticket office in Beijing and I guess they are devoting a lot of talent to this market.
