I've made a couple of stays at the Norfolk Waterside. There's a lot to do right around the property. They have Have a Nice Day Cafe, Jillians, a club, the Tidewater Park and a host of other activities.
If you do go, call ahead to Havana's, an excellent Cuban restaurant, about 2 min cab ride from the hotel or 15 min walk on Granby St. Plus, Granby St is the hub for nightlife in the Norolk/Va Beach area.
I did, however, have a terrible check-in experience the last time. We tried to check in at 2pm, but didn't get our room until 7pm. Luckily, we were there for the beer festival and spent the dead time tasting all the local brews. They had a kid, probably 18-19 years old as the "manager." We did get a 50% discount on the room for the delay, but no added points.
Besides the room delay, the rooms were very nice. We were on the Club Floor, but the Club Lounge is closed for food and beverages Fri-Sun. I've never been to Kansas City, so I can't rate compared to there, but the Norfolk Sheraton is centrally located to meet almost anyone's pleasures.
