I totally use my debit card at foreign ATMs.
However, a recent experience trimmed my confidence just a bit.

I went to Bucharest, Romania, now a proud member of the EU.
Locals and tourists all around me seemed to be using ATMs fine.

My Scwab debit card, with PLUS and VISA symbol on it,
was rejected at five ATMs I tried over 2 hours.

Going to Plan B, a VISA card and a MC were likewise rejected.
I ended pulling out my dollar cash cache,
and had to change at a rather poor rate
with money changer shops nearby.

From my hotel, I skyped to Schwab, asking what was wrong.
Their security department informed me
they were not honoring ANY transactions from Romania.

When I got home I later found my MC had been deactivated by Chase
due to the attempted transaction from Romania.

I haven't tried to figure out the whys of all this,
but now carry a bit more cash than I used to
