US and government of Taiwan don't have official diplomatic relationship since the US can't officially recognize ROC. But instead of embassies, there are Taipei Economic and Cultural Offices all over US. They are responsible for issue visas for travelling to Taiwan. With a US passport, you don't need a visa for short term (less than 30 days) stay though.
