All the shops will provide you with the VAT refund. As for negotiating MSRP, that generally is not done in any reputable Swiss AD shops. As an example, my Submariner Date is sold at only one price, and one price only. An AD who deviates from MSRP endangers itself to losing it's franchise. At least in the case of Rolex.

JLCs will be likely discounted more than Rolexes. That said, I would be VERY aware of the negotiated prices you can get from authorized dealers in the States. I suspect even with taxes you can beat Swiss prices from authorized US dealers. Also, some dealers will mail the watch to you and not charge you sales tax in the States. I bought a JLC Master Moon a couple years ago at an authorized dealer in the US at more than 25% off MSRP. I paid the sales tax since they were local. They would have given me even more off for cash. Likewise I have bought Breitling for 30% off at an authorized dealer. The same place I bought the Breitling, which is different than the place I bought the JLC, has quoted me 20% or so off on JLC, Blanc Pain and Brequet. The toughest brands to get a discount on are Rolex and Patek due to their marketing stance as mentioned above. Everything else, including Lange, Vacheron and such can be negotiated down significantly at authorized dealers.
