Would he not be able to just remove the item from his checked bag, hold onto it, and put his checked bag onto the connecting luggage belt, then exit landside to meet his party...then go back through security upstairs in the domestic wing of the terminal -- assuming bag is tagged through, and he gets boarding pass at point of origin?
