When I reclaim my bags at YYZ, am I in a secure area or outside at the regular baggage claim?

I am asking because my bags will be checked in to YUL (from LHR) but I need to take something out of my bag and give it to someone at the airport who is at arrivals. I would just ask the agents at LHR to check it in till YYZ, but they have refused in the past.
