What is "best" is really up to your personal preferences. For the regular "Signature VISA," the mail offers probably are the best (26,000 redeemable miles, upgrade cert, $25-off cert, etc.). For the "Platinum Class VISA" (that offers EQM for certain purchases), the "best" offer is linked somewhere on this forum, and a search should reveal it (I am too lazy ).
