i have never had a problem applying a pmo/dollar cert to someone else's tix. you do have to either go to the airprot to apply it or mail it in but if going the mail route, it's best to send the cert with your written authorization to the travelling pax so they can send all the info (cert, itin, etc) in by mail (done it both ways with never a problem).
