Last couple of time I went through FRA, there was only one position open at checkin, taking both J and Y passengers. Sometimes, there are two lines behind the barrier, with the guy calling people from the J line first. But last time we checked in at FRA, they ended up having only a single line.

The agent sits underneath an "executive" sign though. Is this the latest way that AC found to effectively eliminate priority checkin without technically remove it?
