You might want to post your question at a horologist site like timezone.com Lots of experts over there who can give shop specific information about Suisse.

All the shops will provide you with the VAT refund. As for negotiating MSRP, that generally is not done in any reputable Swiss AD shops. As an example, my Submariner Date is sold at only one price, and one price only. An AD who deviates from MSRP endangers itself to losing it's franchise. At least in the case of Rolex.
