Recently I went through the process. One important thing you may want to consider is if you intend to live there or spend lots of time there. NOT NECESSARY but you may want to consider getting a visa from ( tourists can stay 90 days and just renew by visiting Uruguay every 90 days etc) The distinction is that with the visa and DNI ( resident card) you will avoid a 2 1/2 pct non resident tax. ( i know there is a debate about this however no money transfer agency will handle the sale without collecting the tax if you are not a resident)
Money transfer is something you want to consider. Some people are known to just put money in bag and go to BsAs. There are many pitfalls to this I would not consider it.
You absolutely need a good escribano ( real estate lawyer).

I think your prices are a little low depending on what you consider good area.
LOL finding 80-100 mts apts for 80-120 in Puerto Madero, Recoleta or Palermo.. Unless they need lots of work. But there are other good areas, depending on what you want.
