Nothing against you, but I don't like these third person stories. It is not really fair to say he 'rudely' said anything. That said...

I think he can refuse if it is a matter of getting the flight out. Who knows what is going on, and he may not have known the departure was 25 min late. He was probably trying for on-time or close to.
