They are not a new airline in that their FAA certificate has been around for a while. They ARE a new airline in terms of the fact that they are now operating their own schedules and service as an independent carrier rather than an affiliate of a major, though they continue to offer regional service for CO and DL. It is similar to what Independence Air did when they stopped being a United Express carrier and started flying on their own. I hope for XJ's sake that they do better than FlyI, though the routes don't do anything for me personally.
