I experienced the same thing for a property in Europe last summer. Try going to the hotel web page on spg.com and click on hotel deals. You'll find that some rooms are blocked for those local promo's. If that fails call the hotel directly and make a reservation directly with them. If the rate is lower on Orbitz try and submit a BRG claim.
