I believe you were charged the correct fare, here is the full computation:
US$ 743.00 (Lowest adult fare SEA-BUE-SEA) X 10% = US$74.30
PLUS Fuel Surcharge US$136.00 ($68.00 EACH WAY)
TOTAL: US$ 210.30
(this is rounded to the nearest US$ for fare computation, so this becomes) US$ 210.00, this is the amount which shows as the base fare on the ticket.
PLUS Taxes & Gov't Fees of
US$ 55.20
GRAND TOTAL = US$ 265.20
American Airlines does the same thing, except they add the fuel surcharge to the Taxes & Gov't Fees amount instead of the base fare amount. Delta does it like CO and adds it to the airfare. I believe UA doesn't even add the fuel surcharge to the infant ticket, someone correct me if I'm mistaken.
The point to remember is that the infant discount applies only to the airfare,
NOT the fuel surcharge.
