From what I hear from someone in TG, the pilot did file the report and the incident is being handled according to the safety standard. The problem is ACM Narongsak is not responsible for flight operations. That's why when the reporter asked him he did not know about the incident.
In common sense, TG pilot and maintenance is not the same group. The pilot cannot cover up by asking the mechanic to fix the aircraft secretively without reporting to the superiors. One aircraft put out of rotation is difficult to keep secret.
The safety culture within TG is relatively good.
