Another question is does an AA flight operated by a non OneWorld partner earn elite miles?

ie AA flight # xxx operated by Mexicana
If your ticket has an AA flight number, you'll earns EQM/P as on any other AA flight. Being a code-share affects other things, such as ability to upgrade, but not this. (I have earned full EQMs on Mexicana flights, including one on Dec. 31, 2005 that put me over the top for EXP 2006-7. Believe me, I checked, and can assure you that it did in fact work as it was supposed to.)
