I haven't had a OWE e-tkt with open segments, but I have had CX issue a normal roundtrip e-tkt (HKG-TPE=HKG) with the return as open, so I don't think there's a problem in principle.
When I bought my current DONE, CX told me that the system doesn't allow to issue e-ticket for
interline open segments.
