With open segments you get to choose beforehand whether to make them stopover or connection, and taxes are calculated according to that choice. When you eventually book the open segments the changes that modify the connection/stopover original choice will usually force a reissue of the ticket, particularly if the change involves a connection turning into a stopover; at that point all taxes for the remaining segments are recalculated.
