Are you sure? Woulddn't this then allow an inbound pax who is booked through to a domestic destination with Imm/Customs, and is supposed to be in transit, to the change flights to a domestic destination that doesn't have customs/immigration and so enter the country illeagally?
I had thought that transit pax who were going to be cleared at HKT or CNX etc could use the Intl lounge, but were separated from domestic pax until entering the actual departure gate... but I haven't done it myself....
I have done it quite a few times when clearing immigration at CNX. There is an inspection of your passport and domestic boarding card as you pass from the international to domestic areas at Suvarnabhumi, and they give you your little "International" sticker to wear, but after that you are free to move around the domestic zone until boarding. TG staff wait at the head of the airbridge in CNX with a sign bearing the names of all passengers who have not yet cleared immigration, and herd them off into the international terminal.
