This is correct. The OP should try routing either the outbound or inbound via both FRA and MUC (e.g. HEL-MUC-FRA-DUB or v.v.) for additional 300 points which would push him over the qualification threshold. I don't know whether the LH fare rules still allow this - they used to but things have gotten way tighter ever since - but it's worth a shot. Additional cost should be around 40-50 EUR for the LH fuel surcharge on the extra segment and MUC airport taxes & fees.
