Seems they are definitely illegal; and I do recall the incident of the toddler who was badly burned after stumbling into a fire-pit that was covered with sand but certainly not extinguished from the previous evening. He was very badly burned. Many beach parks have above-ground BBQ/fireboxes that may serve your purpose.
