Yes they are. Each lighter only holds 2 grams of butane. But, when there gets to be enough of them to fill a 5 gallon haz mat can, they have to be taken out in that manner.
But what about those hazardous items known as shampoo, water, and toothpaste? Are they disposed of according to hazmat? After all, TSA thinks they can blown up a plane (and heaven knows my Congressman does too
), so they must be hazmat. Right?
