Why did you apply twice, since the reason for the first rejection didn't change and applying soon after that, would only increase the number of inquiries. I find it odd that renewing CD's is causing this. You might want to chat with your bank about why they need a ChexSystems (isn't that the correct name?) inquiry to do this.
