I would suggest Virtuoso is the way to go. I used to use FHR a lot, but it is so much of a hassle- long phone calls to simply book a hotel. Also, hotels like the FS PRG no longer participate in FHR, but are still Virtuoso properties. You can, also, sometimes find very good rates on the FS website. Bed and Breakfast rates are usually very good value for example, particularly in PRG, HKG, and PVG in my experience.
