No pre-departure drinks is very recent (a few years)
There is no 'law' probaly makes it easier for FA's
I always ask for a cup of green tea and a hot face towel when I board the plane and there has never been as much as a hesitation to bring it to me. Thisismostly in F but had the same in C. Sorry no experience in Y
