Question Why does NH not serve pre-departure beverages or allow electronics on the ground?

Hey Folks,

I know this has been asked many times on the forum, but I've never seen an answer, so I am curious. I heard that Japanese law is the reason that NH doesn't serve pre-departure beverages. Does this only apply to Japanese airlines? Does this apply to Japanese airlines when aboard (like IAD on an IAD-NRT flight)? What is the motivation for this law?

Also, when boarding IAD-NRT I still had my Blackberry on and was emailing someone. I was asked to turn it off and told that electronic devices weren't allowed. Does anyone know the reason for this rule?

Just curious.
