Yes, of course you can buy Money Orders with a debit card. The issue is whether you can use a Credit Card (to get the miles). Since the Citi/Advantage Debit card allows you to earn miles for all Credit purchases, I pay with my Debit card and use the Credit option.
You are always able to use your Debit Card for Money Order purchases.
