Delta owns both Term 2 & 3 at JFK. Why aren't there enough gates between those two terminals to support all of the flights? I recall many times getting off a flight at JFK and walking around the terminal and seeing many closed down gates. Can't they just open more gates? Or is it that they're keeping costs in check so there isn't enough staff to manage all the gates?
