Seeing as to how there are (at least) two downtowns in Osaka, it depends where you want to go. If you want to go to Umeda, Keihan should be the cheapest from Uji to Yodoyabashi. If you want to go to Namba, Kintetsu would be best. This is in addition to JR to Osaka.
