Angry New Check-in rules??

Hello, I wanted to find out if anyone else had experienced being told that they had to check in for the domestic leg of an USAirways flight, with the next leg being an international flight......TWO hours beforehand? To cut a long story short.....daughter tried to check in at O'Hare an hour before domestic leg of international journey (ORD-PHL-GLA)....to be told NO...had to check in TWO hours before!! Total journey was on USAirways. The ORD-PHL flight was about 11 am, with the international flight out of PHL at about 9pm (intention was to meet spend some time in PHL with friends). She and hubby weren't allowed to check in (along with another couple, completely unknown to them) because they weren't there TWO hours beforehand at ORD!! Our family travels frequently overseas, usually with domestic connections (I live in Peoria, Illinois and have to have domestic connections for overseas flights).....WE...and anyone we have talked to...have NEVER heard of this ruling before (and myself and hubby have travelled to Europe in the last month with domestic connections before an international flight). Was this an excuse to bump passengers(without paying compensation)... due to overbooking......executive members needing seats......passengers willing to pay premium prices for seats???....Upshot....they PAID and MADE their own way to PHILLY (USAIRWAYS being GOOD enough (sarcasm intended!) to hold the international portion of their journey! They ended up transferring themselves to a flight out of MIDWAY (the option given by USAIRWAYS was a 4pm flight the next day (today) out of ORD!!)($500 later)....Given that they had a 6 day vacation in Scotland..that wasn't an option.....Does anyone know when THIS ruling came into effect? Having checked the USAIRWAYS website, I can't find anywhere it says that passengers with a domestic connection for an international flight have to check in TWO hours beforehand.......Thanks in advance for any advice
