As for the At&T issue, i cannot help but feel the op must have contributed somehow to the situation. The hotel has existed for donkey years and has been using At&T for ages. It is true that in terms of customer satisfaction, it ranks quite low esp with the towers concept(a sore issue) but its actually quite ok and isnt as expensive as the Four seasons. Even with corporate rates, the prevailing rate at Four seasons is 4000HKD.
The important point to remember is that the hotel enabled and participated in the scam. It occured on their property using their phone from their room using their speed dial number.
