Fair enough, I stand corrected. Still there is no need to throw the baby out with the bathwater. It is far more customer-friendly (not to mention industry-standard) to have a a policy dictating pre-flight F service; at the prohibited stations, they can just not have that service. No need to punish F pax at all the other stations for the policies at a few outliers!
