Perhaps I was a bit obscure - with my LAX-JFK-LHR example, Qantas do not currently fly JFK-LHR, so a ticket with that routing would not be allowed by Qantas, even though it would not violate DOT Cabotage laws. Qantas would allow JFK-LAX on QF108 with a LAX stopover, then LAX-MEL on QF94 as long as it's on the same booking.

I believe the only debate in regard to the OP is if each use of QF107/QF108 LAX/JFK needs to be connection/stopover.

i.e. Would the following be allowed if flying Qantas LAX/JFK and Qantas to/from SYD and all on the one ticket?
  1. SYD-LAX,JFK-LAX
  2. SYD-LAX,LAX-JFK
  3. SYD-JFK,JFK-LAX (OP's itinerary)
  4. SYD-JFK,LAX-JFK
IMHO, I believe all would be allowed by Qantas.
