I was in YVR twice last month, both times midweek, and each day the line to get into customs went through the duty free store and out and down behind the ticket counters. Im not sure, but if one arrived with only an hour to spare and encountered that line I have to imagine that you wouldn't make it to your plane on time. Just use caution. This is the summer time and Alaska cruise season is in full swing right now - long lines in YVR and SEA are quite common when you least expect them.
