It all comes down to the agreement signed between NW and DL, doesn't it? These kinds of issues should have been negotiated before a deal was signed. For whatever reason, NW didn't push the issue.
Perhaps because DL didn't have its act together and had no plans for complimentary WiFi when they made the agreement? I suppose there could have been an "if" clause in the agreement regarding potential future WiFi, but that would have required foresight from two bankrupt airlines, wouldn't it...?
