Under normal circumstances you have to have an issued upgradable Y ticket (i.e. no v/w) before TG will process your request.
The latter case is a bit different. What happened to me last time with HKG office was that because they were so slow at releasing the fares for the HKG-BKK-LHR (2 months before my dept), I complained that it was not my fault, not that i don't want to purchase a ticket but they have no price (unless getting a full Y which is same as getting a C ticket from an agent and therefore no point unless I wanted to upgrade to F) and so they were willing to secure my upgrade before I had actually bought the ticket. But this is a very special case and shouldn't happen if your journey starts from BKK.
You need to get on the phone and hope you get a more friendly agent. Also you may want to try secure an upgrade on TG916 and waitlist on TG910. It's always easier to get seats on the day flight from BKK (I think the price diff. if you are buying the C ticket from travel agents in BKK, there's a fare diff. of ~$300 USD)
