The miles did post at around 5 pm Pacific on July 10th. I had paid to transfer the miles late on the 9th.

This was after polite, albeit slightly anxious, e-mails to both Delta SkyMiles and Points.com

It worked out for me, but I do think that the fact that transfers can take a bit of time should be listed on the pages before you hit the confirm button and not on the confirmation page (or buried deep in the link to "Terms & Conditions")
